(rlog_options): Append -rbranchtag if CVS/Tag indicates

a tag, and if the user has not specified an rlog option.
Adapted from a suggestion by Martin Stjernholm in
<http://mail.gnu.org/archive/html/bug-gnu-emacs/2003-07/msg00066.html>.
